AZ Dept of Environmental Quality (AZDEQ) to request that motorcycles be exempt from Emissions Testing.
Last year HB2501 became law, requiring the AZDEQ to request an exemption for motorcycles from emissions testing.
This request must be submitted to the U.S. EPA. Since that time the DEQ has been engaged in testing and gathering
documentation that would support the request. That study was completed earlier this year and a hearing is being
held on Wednesday, April 16, to air and discuss and solicit comments and feedback on the findings. The results
of that hearing will determine how the DEQ ultimately makes its request.
Preliminary information suggests that an emission testing of motorcycles is not cost effective nor is it practical
since, unlike automobiles, motorcycles cannot be tested at driving speeds - at least not safely tested without
incurring huge system costs. It has also been suggested that any request may contain engine displacement criteria.
Still another concern is "original" factory engines versus modified or custom motors. There is still
a great deal of "grey-area" that needs to be taken into consideration.
However, if all proceeds well Arizona bikers (and perhaps ultimately bikers nationwide) might wake up to the New
Year with emissions testing as something they used to do.
We are planning on attending the hearing and will report back with more information next week.
